
Accessing Town Meetings
In compliance with the Americans with Disabilities Act, if you need special assistance to attend or participate in a Town Council meeting, please contact the Town Clerk's office at townclerk@townofwindsor.com. Notification at least 48 hours prior to the meeting will assist Town staff in ensuring reasonable accommodations are made to provide accessibility to the meeting.
As a public service to the community, Town Council meetings are held in-person, virtually via Zoom, at https://townofwindsor.zoom.us/j/89338659973 or by dialing 877-853-5247 and entering Zoom Webinar ID: 893 3865 9973, are televised on Comcast Cable Channel 27, on AT&T U-verse Channel 99 and live webcasted at http://townofwindsor.com/721/Agendas-Minutes-Videos.
Effective March 1, 2023, if a technical issue arises with Zoom or the phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Assembly Bill 2449. Alternative viewing options are listed above.
Town Council Agenda staff reports are now available on the Town's website (www.townofwindsor.com). If an Agenda item has not been highlighted, no written report is available. (Please note that some of these reports may be large documents requiring a long loading time.) The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

If members of the public would like to provide public comment prior to the meeting, please submit them via email to the Council by 12:00 p.m., on the day of the meeting: towncouncil@townofwindsor.com.
The public is advised that pursuant to Government Code Section 54957.5 all writings and supplemental materials submitted to the Town Council are public records and will be made available for public review, unless otherwise exempt from disclosure, on the Town's website at www.townofwindsor.com, or by email upon request. These writings will be made available in appropriate alternative formats upon request by a person with a disability, as required by the Americans with Disabilities Act.

PUBLIC COMMENT
Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
Approval of Minutes
Approve the regular Town Council meeting minutes of August 2, 2023.
Approve Master Services Agreement with Water Smart Software
Approve a new Master Services Agreement with WaterSmart also known as Vertexone for the annual maintenance of software services in the amount of $132,701.67 and authorize the Town Manager to execute said Agreement and negotiate any necessary changes in a form approved by the Town Attorney on behalf of the Town.
Approve Purchase of an All-Electric F150 and a Gasoline F250 Utility Box Fleet Truck
Authorize the Town Manager to purchase one Ford F150 Lightning truck and one gasoline F250 Utility Box Fleet truck for use in the Parks and Facilities Maintenance Division of the Parks and Recreation Department at a cost not to exceed $140,754.65.
Cancellation of the September 20, 2023, Regular Town Council Meeting
Formally cancel the regular meeting of the Town Council scheduled for September 20, 2023.
Resolution Establishing Free Three-Hour and 15-Minute Parking Downtown and Rescind Resolution No. 3873-23
Adopt a resolution establishing free three-hour and 15-minute parking spaces in designated areas of downtown Windsor and rescinding Resolution No. 3873-23.

The next regular meeting of the Town Council is scheduled for September 6, 2023, at 6:00 p.m., in the Civic Center Council Chambers located at 9291 Old Redwood Highway, Building 400 in Windsor.
